PCS-Tender is Scotland’s secure e-tendering system for managing many tender exercises online. It supports buyer and supplier tasks such as document exchange, questions, tender submission and evaluation; Public Contracts Scotland remains the separate advertising portal.

The same Scottish procurement may show a public advertisement in Public Contracts Scotland and a private event in PCS-Tender. The latter can support the full tender lifecycle, including document exchange, clarifications, response collection and evaluation.
What a supplier should do
Start with the opportunity on Public Contracts Scotland, then follow the link or instructions for the PCS-Tender event. Create or check your supplier account early, nominate more than one monitored user where the system allows it, and make sure your email domain accepts system notifications. Download the instructions and documents, record the clarification deadline and test the submission steps before the final day. A profile or expression of interest does not necessarily count as a tender response.
Keep platform roles clear
PCS-Tender is a response and workflow system, not the legal regime itself. The tender notice and procurement documents state the applicable Scottish procedure, selection requirements, award criteria and deadline. For example, a PCS notice can advertise a facilities-management requirement while PCS-Tender contains the questionnaire, pricing workbook and final submission button. Submit through the event’s required route and retain confirmation of successful submission. If a system problem occurs, contact the technical support route promptly and also raise any substantive clarification with the contracting authority.
