The Norwegian Government Security and Service Organisation (DSS) shall procure a digital HR handbook ("Software as a service") for the joint ministries. The solution is required to include a handbook that separates information that is directed at each employee (personnel handbook) in a part and a separate part that is directed at managers (management handbook).
