This work will prepare an OBC for how the Scottish Government could develop a National Delivery Mechanism for Energy Efficient Scotland through either an Executive Non-Departmental Public Body or a new Scottish Government Directorate and to identify the aspects of the programme cost, including those activities which could be delivered in partnership with Local Authorities.
