Estimating the Impact of Restriciting the Promotion of Discretionary Food Sales

1.1 The Scottish Government (SG), on behalf of the Scottish Ministers, wishes to commission an ex-ante analysis of the impact of restricting the in-premise promotion and marketing of discretionary foods on sales – in particular the effects of restricting multi-buys and the ‘promotion of value’. The Scottish Government requires this analysis to capture the effect from the promotion of the price/value offer, as opposed to the effect from the lower price/value alone.
