Appoint a consultant to: Act as Contract Administrator on one or two measured term contracts with retrofit installers Review and make recommendations on Retrofit Assessments made by the contractor (90% desktop review and 10% on-site review) Identify sources of external funding and assist in funding applications and ongoing monitoring returns
