This contract will be with the Environment Agency who are empowered by primary legislation in the Floods and Water Management Act and have a strategic overview of flood risk in England. They have unparalleled experience that cannot be compared to private providers on a like-for-like basis. They are also in a publicly funded body and cost recover only what it costs us. No other supplier can compete with that.
