Oxford City Council have entered into a Development Agreement with Peabody Trust for the development of 5 sites in Blackbird Leys. Phase 1 of the development has commenced on site. Phase 1 includes land at Knights Road and Sites A and D in the District Centre. Phase 2 is Sites B & C in the District Centre
