FinOps solution

Jisc's Cloud Managed Services team was looking to procure a FinOps solution from a single provider. The successful solution will be predominately deployed by Jisc as the main user (use case (1) and (2)), however there is scope that the solution is in-directly made available to Jisc members and customers (use case (3).
