TRN500-001 Belfast City Council review of HWRC policies and performance

Belfast City Council achieved a 42% household recycling rate in 2023/24; HWRCs achieved 50.7%, the lowest in 15 years and well below NI’s 66% average. Data shows rising waste tonnages and suspected trade waste abuse. WRAP technical support will review HWRC policies locally and propose systems with cost estimates to improve control and performance.
