ITEP0953 - JIRA Software License Renewal

This requirement is for the renewal of JIRA licenses for the wider Technical Standards Enterprise System (TSES). Jira is the project management tool used on the TSES programme. It is used to hold the backlog for each product, sprint prioritisation and scrum boards to facilitate iterative, incremental delivery and workflow to process governance approvals across the UK for standards (DMRB - design, manual for roads and bridges constructors specifications (MCHW - manual for contract for highways works).
