Horizon scanning study of rail markets

This project is looking for consultancy support to undertake a horizon scanning exercise of rail markets to support our Competition team in developing a potential competition pipeline. In particular this should identify a market or markets where competition may be being restricted and with a particular focus on significance in terms of growth and investment.
