The MCA has statutory authority for enforcing Merchant Shipping and Health & Safety legislation in the form of a private prosecution against offenders. This proposal provides a single supplier model through an established Government framework agreement to achieve best value for money and outsourcing of administration and high risk activities to create recyclable efficiencies and reduce risk.
