Dover District Council ("the Council") wishes to invite prospective suppliers to submit a Tender to deliver an IT based solution to run collective energy switching schemes by means of (reverse) auctions with energy suppliers on behalf of Dartford Borough Council, Gravesham Borough Council, Tunbridge Wells Borough Council and Tonbridge & Malling Borough Council (the Participating Councils).
