Provision of \"The Leadership Lab\" Development Programme In 2018/19, the Councils ran a leadership development programme, developing a group of 12 leaders within the organisation with the aim of shifting them towards post-conventional leadership. (Note, the term 'leader' is not related to where they sit in the organisation but the leadership that individuals show across the organisation at all levels.)
