The Lot 1 Contractor will provide the parking enforcement services for the Royal Borough of Kensington and Chelsea Council, both on-street and off-street (on the Council’s housing estates). In 2014-15, the Royal Borough issued 191,000 Penalty Charge Notices (PCNs) via 169,400 deployed Civil Enforcement Officer (CEO) hours.
