T0334 Delay from Roadwork Metric- Development Stage

We are seeking technical support for this work to build on feasibility stage analysis previously undertaken to develop a metric for the Development Stage which is appropriate for National Highways. It was recommended in Feasibility that two options are taken forward for further development. These options are 'individual user delay' and 'delay index'.
