Portsmouth City Council is inviting tenders from appropriate operators to fit out and run a high quality business at Lumps Fort, Southsea on a full repairing lease basis. The Council is ideally seeking proposals that would be allow the premises to be open by April 2018, however this is not a pass/ fail requirement and the Council is not seeking to limit offers on this basis.
