UK Spaceflight liabilities state aid notification support

The objective of this tender is to develop a full state aid notification to a point at which the notification is ready for submission. This is so that if a decision is taken by Ministers to limit an operator's liabilities and the proposed approach has state aid implications, that a swift notification can be made if necessary.
