The Authority is seeking an Enforcement Service provider. Strategic Ambitions for Harlow set out in the Authority's Corporate Strategy are to sustain and improve cleanliness of the town with the maintenance and protection of open spaces, and to develop a proactive strategy to prevent littering. Littering and fly-tipping diminish the quality and cleanliness of the public realm.
