1-929 Compliance Monitoring Tool (CMT) Enhancement

The aim of the CMT is to help Highways England to address high numbers of road traffic offences in which drivers: - Ignore Red X signals; - Use dynamic hard shoulders (DHS) when they are closed to traffic; and/or - Do not adhere to national or mandatory variable speed limits.
