To appoint a planning and technical team on a fixed-fee basis to undertake a range of technical pre-planning and development work and secure outline planning consent for the residential redevelopment of 2 sites owned by HCA who are proposing to include them in their starter homes programme and market the sites with the benefit of the outline planning consent for 50% private housing and 50% starter homes on the Isle of Wight and 100% starter homes on the Hampshire site.
