The Council required the appointment of a Cost Manager Consultant to help develop the RIBA Stage 3 design package and potentially to progress the project through further RIBA stages. Due to the time-critical nature of the funding requirements, the Council made a direct award via the ESPO Framework 2664_22 Lot 1B.
