ORR's Reviews of Charges and Incentives in PR23

We require consultancy support in respect of two specific workstreams: (i) the performance and possessions regimes; and (ii) access charges. These two workstreams are being led by ORR's Economics, Markets & Strategy directorate, which is the organisation's centre of expertise for economic and financial analysis of the railways.
